  1. Obtain all required permits
  2. Empty oil from the tank and clean out all residues
  3. Safely excavate the tank and piping
  4. Dispose of the tank, piping, residues, soil and any remaining oil at authorized locations
  5. Carefully check for signs of a leak and report findings
  6. Properly separate clean soil from any that appears to be contaminated
  7. Backfill the hole to grade
  8. Provide written documentation of the removal, including disposal or recycling records
